Users of the Supplier Portal have the option of saving an ESPD profile under their profile to shorten the time spent in responding to calls for tenders that exceed the EU thresholds, as part of the mandatory ESPD information can then be automatically populated to the tender. The EPSD profile answers can be saved as defaults for ‘Part II: Information concerning the economic operator’ and ‘Part III: Exclusion grounds’. The answers saved in the ESPD profile will be automatically copied to a new tender prepared by the tendered in the Supplier Portal. All answers cannot be maintained via the ESPD profile, because the questions used in ‘Part IV: Selection criteria’ and ‘Part V: Reduction of the number of qualified candidates’ vary project by project.



NOTE! The ESPD profile is company-specific, meaning that if any user registered in the same company changes the information in the ESPD profile, the information will also be updated to other users on the ‘ESPD Profile’ tab.


1. Log in to the Supplier Portal from the upper right corner of the page.


•    Where necessary, create a user ID under ‘Register



2. Click ‘My Profile’ and then click the ‘ESPD Profile’ tab.




3. ‘Part II: Information concerning the economic operator’ and ‘Part III: Exclusion grounds’ are displayed as separate tab views for you to fill out.






Part II: Information concerning the economic operator

The questions in the ‘Information concerning the economic operator’ section are populated as mandatory information on those calls for tenders for which the contracting entity has decided to use a structured ESPD. Some of the questions in this section also have related sub-questions that are displayed in response to the answers given by the tenderer.


Information can be saved beforehand under the following subsections of the ‘Information concerning the economic operator’ section:


•    A: Information about the economic operator

•    B: Information about representatives of the economic operator


Fill in the necessary details and click ‘Save’.



Part III: Exclusion grounds

The questions in the ‘Exclusion grounds’ section are of the ‘Yes/No’ type, most of them displaying sub-questions in response to the answers given by the tenderers. The questions included in this section may vary according to the call for tenders concerned, depending on which questions the contracting entity deemed necessary in connection with each respective call for tenders when using structured ESPD. An answer is required for all questions defined by the contracting entity. 


Some of the questions included in this section make reference to the directive or other source of law on which the question is based.


Information can be saved beforehand under the following subsections of the ‘Exclusion grounds’ section:


•    A: Grounds relating to criminal convictions

•    B: Grounds relating to the payment of taxes or social security contributions

•    C: Grounds relating to insolvency, conflicts of interests or professional misconduct

•    D: Other exclusion grounds that may be foreseen in the national legislation of the contracting authority's or contracting entity's Member State.
