If the company submitting a tender has declared in the ‘Information concerning the economic operator’ section of a structured ESPD form that it relies on the capacity of other entities or that it participates in the procurement together with others (as a group), such subcontractors or group members are required to file their own qualification reports before the actual tenderer will be able to submit its tender.


The actual tenderer will send a request for filling out the qualification report to the subcontractor or group member (see: Exclusion and suitability (ESPD)), of which they will notified by e-mail.



A subcontractor or a group member files its own qualification report in the Supplier Portal



NOTE! To file a qualification report, the subcontractor or group member must have user credentials to the Supplier Portal. Instructions for registering to the Supplier Portal can be found here.


1. If the qualification report is filled out using the link received by e-mail, a login view shown below will be displayed.


•    If the subcontractor or group member already has a username and password to the Supplier Portal, the login takes place by entering the credentials in the respective fields and then clicking ‘Login’.

•    If the subcontractor or group member already has a username and password but has forgotten the password, a new password can be ordered by clicking the ‘Forgot your password?’ button.

•    If the subcontractor or group does not have user credentials to the Supplier Portal, they will need to register at this point.




2. The Supplier Portal can also be logged in without a link received by e-mail.


•    This ‘regular’ login takes place by entering username and password to the top-right corner of the desired procuring entity and clicking ‘Login’.






Subcontractor’s view


If the login was carried out using a link received in an e-mail message, the summary of the call for tenders will be displayed by default.


•    If the login was carried out in the regular way in the Supplier Portal via the pages of the contracting entity, the received subcontractor qualification report requests can be found on the ‘Calls for tenders’ tab.




A subcontractor may view the details of the call for tenders under separate tabs.


•    The ‘Summary of the call for tenders’ tab displays a summary of the basic information of the call for tenders.

•    ‘The entire call for tenders and attachments’ tab can be used for opening the call for tenders in PDF or HTML format.

•    ‘The supervising provider’s answers’ tab can be used for viewing the answers given by the supervising provider for this call for tenders. However, not all answers are displayed to subcontractors.

•    ‘The subcontractor qualification (ESPD)’ tab is used for filling out the information requested from the subcontractor pertaining to the subcontractor’s qualification.

•    The ‘Submission of the report’ tab can be used for viewing and submitting the completed qualification report.





Group member’s view



If the login was carried out using a link received in an e-mail message, the summary of the call for tenders will be displayed by default.

Filling out the information on a structured ESPD form



A structured ESPD form is divided into sections that are displayed as separate tabs in the Supplier Portal. Some of the response fields may have an associated minimum or maximum requirement that is shown below the field concerned.


•    Text field type of questions are to be answered by writing the answer in text format.

•    Questions concerning quantity are to be answered by giving a numerical value.

•    Yes/No type of questions are to be answered by selecting ‘Yes’ or ‘No’.



When ESPD information is entered, it is possible to check at any time if any field in the form has been left unfilled.


•    Click the ‘Highlight missing required fields’ button.

•    A red rectangle will be shown around sections where an answer is missing.

•    The service is able to indicate the tabs and individual sections in the form where information is missing.






You may navigate between the different sections of a structured ESPD form using the tabs named according to the sections or the ‘Previous’ and ‘Next’ buttons shown at the bottom of the form. The information entered on the form will be automatically saved when you proceed to another section.





In some sections, you have the option of adding a new answer row by clicking the ‘Add row’ button.


•    To expand the answer field, click the button with a black arrow symbol.

•    To delete an answer row, click the button with a red cross.

Part II: Information concerning the economic operator



The questions in the ‘Information concerning the economic operator’ section are shown in standard format in all subcontractor or group qualification reports. Some of the questions in this section also have related sub-questions that are displayed in response to the answers given by the tenderer.


The ‘Information concerning the economic operator’ section contains the following subsections:


•    A: Information about the economic operator


If the economic operator participates in the procurement together with others (as a group), the information under section A pertaining to the group must be filled out.


•    Is the economic operator participating in the procurement procedure together with others? (Group members should answer ‘No’. Only the group leader i.e. the sender of the qualification report should answer ‘Yes’)


•    B: Information about representatives of the economic operator



Part III: Exclusion grounds



The questions in the ‘Exclusion grounds’ section are mostly of the ‘Yes/No’ type, most of them displaying sub-questions in response to the answers given. The questions included in this section may vary according to the call for tenders concerned, depending on which questions the contracting entity that prepared the call for tenders deemed necessary in connection with each respective call for tenders when using structured ESPD. An answer is required for all questions.


Some of the questions included in this section make reference to the directive or other source of law on which the question is based.


The ‘Exclusion grounds’ section contains the following subsections:


•    A: Grounds relating to criminal convictions

•    B: Grounds relating to the payment of taxes or social security contributions

•    C: Grounds relating to insolvency, conflicts of interests or professional misconduct



Part IV: Selection criteria



The questions included in the ‘Selection criteria’ section may vary according to the call for tenders concerned, depending on which questions the contracting entity that prepared the call for tenders deemed necessary in connection with the call for tenders when using structured ESPD. An answer is required for all questions.  

Some of the questions included in this section make reference to the directive or other source of law on which the question is based.


The ‘Selection criteria’ section contains the following subsections:


•    A: Suitability

•    B: Economic and financial standing

•    C: Technical and professional ability




Submitting the subcontrator or group member qualification report


When all information has been filled out on the ‘Subcontractor qualification (ESPD)’ tab or ‘Group member qualification (ESPD)’ tab, the qualification report can be submitted from the ‘Submission of the report’ tab.


•    Add the details of the person who submitted the report under ‘Contact of the qualification report’.

•    Click ‘Preview’ to preview the report.

•    Click ‘Submit’ to submit the report.
